AIDS Services of Austin is a mission driven organization that strives to enhance the health and well-being of the community and people affected by HIV and AIDS. For more than 30 years ASA has provided a continuum of services to the greater Central Texas area. Currently we are building a patient-centered medical home providing life-affirming HIV, PrEP, and primary care for at-risk persons.  ASA is seeking an experienced manager who can bring innovation and organization to our housing programs.

As the Housing Programs Manager you will coordinate financial assistance programs that help individuals and families affected by HIV/AIDS access and maintain stable housing. You will fulfil a critical support role to the Director of Direct Services, frontline staff, and other AIDS Service Organizations in Austin, Texas.

You're a housing guru: You are guided by a Housing First compass. You have an in depth understanding of Permanent Supportive Housing and Rapid Rehousing principals. You've worked with homeless folks and you understand the challenges specific to this population. Landlords don't scare you!  When situations become complicated you use Fair Housing Law to help guide staff and clients.

You're a natural planner: Beyond excellent organizational skills you have the ability to plan and strategize for the future. Your time management is stellar and you help your team to stay on track and work towards broader goals.  You communicate clearly but more importantly you're adaptable to the communication style of others.

You're a team player: Introvert or Extrovert- you understand and value the importance of a collaborative approach.

A successful Housing Programs Manager must be able and willing to:

  • Coordinate all elements of the four HOPWA programs
  • Hire, train, support, and evaluate staff.
  • Coordinate with Austin area agencies that provide HIV/AIDS services including HOPWA and Best Single Source Plus.
  • Develop and monitor budgets, grant year-to-date reports and monthly billings to plan for variance trends and/or adjust program strategies to meet contract requirements.
  • Ensure contract compliance with standards of care for housing programs including accuracy of reporting on required grant data.
  • Assist with grant writing, including preparing grant narratives and monthly performance reports as well as ad hoc program reporting.
  • Provide input and develop updates to programs, policies, and procedures
  • Develop, maintain, and evaluate ongoing systems to ensure client satisfaction and cost-effective services.
  • Lead program evaluation activities (satisfaction survey and other mechanisms to evaluate program effectiveness) on an annual basis.


Qualifications and Requirements:


  • Bachelor's degree in social services, health and human services, or related field.
  • Two or more years of supervisory/leadership experience.
  • Two or more years of experience working with community housing programs.
  • Experience with HIV, substance abuse, mental health, and diverse and disenfranchised populations.
  • Experience working with individuals and communities of diverse cultures, ethnicities, socioeconomic backgrounds, sexual orientations, and gender identities and/or expressions.
  • Experience with various reporting systems and basic statistical analysis.



  • Demonstrated leadership abilities and strategic thinking.

  • Excellent written and oral communication skills.
  • Strong interpersonal skills and an ability to work with a diverse variety of individuals.
  • Knowledge of HIV and AIDS and ability to understand AIDS Services of Austin's vision.
  • Ability to maintain confidentiality and to work comfortably with diverse populations, with sensitivity to issues concerning HIV and all disabilities.
  • Ability to prioritize big picture ideas and execute into tangible actions.
  • Ability to prioritize multiple tasks.
  • Ability to make sound decisions in accordance with agency policies, procedures and guidelines.
  • Ability to drive to and from meetings primarily in the Austin metropolitan area.
  • Bilingual/bicultural (English and Spanish)
