The SAMHSA Program Coordinator is responsible for planning, promoting, recruiting, implementing and documenting all Program activities. This position supports linkage staff to ensure that newly diagnosed clients are linked into medical care and works with the local health department staff to report newly diagnosed individuals and assists to coordinate partner services. In addition, the coordinator assists the Director of Health Promotion in monitoring and assessing program data, completing program reports, and writing grant applications as needed. This position reports to the Director of Health Promotion.

A successful SAMHSA Program Coordinator must be able and willing to:

  • Responsible for coordinating HIV/STI and HEP C/B testing and ensure that testing activities are targeted according to local and state incidence/morbidity data and focus on 18-24 year old and SAMHSA grant requirements
  • Collaborate with community organizations, Health Promotions staff, and volunteers to facilitate effective HIV prevention outreach activities and referrals to HIV programming and other social services.
  • Identify, develop, and establish community testing venues to increase service delivery to vulnerable populations, such as men who have sex with men, homeless individuals, injection drug users, sex workers, and individuals who have recently been released from incarceration.
  • Conduct HIV/STD/Basic and Mpowerment outreach and recruitment by using innovative approaches such as harm reduction, recovery readiness, and motivational strategies in various community settings.
  • Facilitates evidence based interventions, BASIC and Mpowerment.
  • Assist in periodic training and monitoring of volunteers and ASA staff to facilitate testing events and outreach as needed.
  • Facilitate technical assistance for staff aimed at recruiting and enhancing prevention activities among populations at highest risk for HIV infection.
  • Maintain regular communication with Ryan White outreach/linkage staff for timely follow-up, linkage, and documentation for referred clients.
  • Assist in coordinating the SAMHSA program Client Advisory board as a material review panel to ensure that promotional materials comply with SAMHSA Guidelines .
  • Assist in developing, selecting, and distributing new education materials and culturally sensitive literature and other media based on current need.
  • Coordinate the hiring, on-boarding, training, scheduling work assignments, and providing testing support to program staff.
  • Provide clear and consistent communication regarding program expectations to testing staff and establish standards of accountability for testing staff.
  • Ensure testing staff maintains appropriate and timely documentation and reporting of all testing and linkage services.
  • Coordinate testing team meetings, and communicate program testing initiatives per the Director of Health Promotion Programs.
  • Coordinate lab specimen deliveries and orders for testing supplies.

  • Assist the Director of Health Promotion with departmental activities, including generating monthly and quarterly reports and maintaining internal supplies.
  • Participate regularly in ASA, Prevention, and testing leadership meetings.
  • Assist with oversight of the mobile testing vehicle (MTV).
  • Assist Testing and Linkage Programs Manager with laboratory oversight.
  • Maintain strict client confidentiality standards per state and federal regulations.
  • Adhere to OSHA blood-borne pathogen standards.

 

Qualifications and Requirements:

  • High school diploma or GED required; bachelor's degree in behavioral health or related field strongly preferred
  • Training in HIV screening/counseling and testing required
  • Two of more years of experience in providing HIV testing services, HIV/AIDS prevention work or other related work required
  • Two or more years of experience in supervising or coordinating programs required
  • Training in harm reduction principles and motivational interviewing preferred
  • Any combination of education and experience equivalent to the above requirements
  • Must have and maintain valid driver's license, liability insurance and safe driving record
