The Prevention Testing Specialist delivers HIV/HCV/STI testing through finger stick and blood draw and provides counseling services to clients. This position assists with linkage to medical and support services for clients who test positive and conducts outreach for program recruitment. The Prevention Testing Specialist provides targeted services to men who have sex with men; high-risk, injection drug users; and high-risk heterosexual men and women between the ages of 18-24. The Prevention Testing Specialist will facilitate two evidence based interventions (BASIC & Mpowerment) with a focus on substance abuse risk reduction and sexual health. The Prevention Testing Specialist follows guidelines approved by the Texas Department of State Health Services and Centers for Disease Control and Prevention. This position reports to the SAMHSA Coordinator.

 

A successful SAMHSA Prevention and Early Intervention Specialist must be able and willing to:

SAMHSA Prevention:

  • Conduct program outreach and recruitment by using innovative approaches such as harm reduction, recovery readiness, and motivational strategies in various community settings.
  • Contribute to the design and implementation of innovative campaigns to reach individuals from disenfranchised populations.
  • Assist in identifying, developing, and establishing community testing and recruiting venues to increase service delivery to behaviorally defined target populations of men who have sex with men and injection drug users age 18-24.
  • Perform venipuncture specimen collection in accordance with testing requirements and appropriate guidelines.
  • In accordance with appropriate local and federal guidelines, deliver HIV/STI and Hep C/B test results to clients in a culturally compassionate manner.
  • Deliver HIV/HCV/STI testing and risk reduction counseling by utilizing Foundations of Counseling and Testing framework and approved testing technology as appropriate for event and client needs.
  • Refer clients to appropriate local community resources when conducting outreach and/or delivering prevention services.
  • Assist in promoting available prevention programs targeting behaviorally defined high-risk populations, including recruitment, delivery, and documentation via designated reporting tools.
  • Provide programmatic and quality assurance support for testing programs, including assisting with program coordination activities, recruitment, scheduling, and promotion; documenting activities; and attending regular programmatic meetings.
  • Accurately utilize the appropriate database in accordance with programmatic and departmental policies and procedures.
  • Collaborate with community organizations, Prevention staff, and volunteers to facilitate effective sexual health outreach activities and referrals to Health Promotion programming and other social services.
  • Help recruit clients for BASIC and Mpowerment intervention and facilitate and implement BASIC and Mpowerment evidence based interventions.
  • Maintain appropriate and timely communication with SAMHSA Coordinator, clients, service providers, and community collaborators.
  • Maintain appropriate and timely documentation of all prevention services delivered.
  • Maintain regular communication with Ryan White outreach/linkage staff for timely follow-up, linkage, and documentation for referred clients.
  • Adhere to OSHA blood borne pathogen standards and all required safety guidelines, policies, and procedures.
  • Maintain strict client confidentiality standards per state and federal regulations.
  • Adhere to data entry policies and ensure accurate data and documentation of all linkage activities and prevention services delivered.
  • Assist the Director of Health Promotions Programs and the SAMHSA Coordinator with departmental activities, including generating monthly and quarterly reports and maintaining internal supplies.

Qualifications and Requirements:

  • High school diploma or GED required; bachelor's degree in behavioral health or related field strongly preferred
  • Two years of HIV/AIDS prevention or related work experience required
  • Training in HIV screening/counseling and testing preferred
  • One year of experience in providing HIV testing services preferred
  • Training in harm reduction principles and motivational interviewing preferred
  • Any combination of education and experience equivalent to the above requirements
  • Must have and maintain valid driver's license, liability insurance and safe driving record
